Biographical Statement
Rep. Joe represents the Sussy 10th District (Greater Miami) and chairs the Committee on Agriculture, with concurrent assignment to the Subcommittee on Rural Affairs. The Representative is the body's sole Cuban-American member of the 119th Congress and is recorded, pursuant to standing order, as the only member to have entered floor remarks in two languages within a single procedural minute. The Representative is the named subject of seventeen (17) separate motions to strike on grounds of unparliamentary heat, the longest of which followed a five-minute outburst arising from a misattributed pastelito order delivered to the chamber cloakroom. The Representative has, on three (3) documented occasions, attempted to issue a personal challenge under the Code Duello to members of the Senate of the Bussy Republic, all of which have been gaveled out of order by the Speaker. The Office of the Sergeant-at-Arms is, by standing instruction, to remain within ten (10) feet of the Representative during any session in which Rep. Reawul, Rep. Tigviv, or any motion concerning the Toilet Water Incident of October 19, 2025 is before the body. The Representative is the registered author of the procedural locution "qué carajo," which has been formally distinguished from ordinary debate and entered into the Congressional Record in italics.
